Vintage hand operated mechanical embroidery or small scale sewing / embroidery tool made in Germany during he mid 20th Century.  Also called a Fairy Embroidery Needle.  I have seen cushion covers embroidered with this tool. It  could be quite a craft revival apparatus.  There are instructions online.
