Vintage wind up mechanical toy drummer.  Made in Japan.     The body goes from left to right over the feet and the arms would drum on the drum.  The drum is not attached to the belt as the clips on one side need repair.   The item is in vintage used condition.  He stands freely on his feet. A fabulous find.  Please look at the pictures carefully to evaluate his condition.   Questins welcome
