WW1 Field Torch, bullseye, police, Early 1900's? English "TEC"

This bullseye torch is in really good condition for its age.   There is  a globe under the glass and inside the back where the battery / s go appears to be complete with no damage.  Please look at the pictures carefully and dont hesitate to ask any questions.
