Silver Plate biscuit cake sweet plate with handle - jester clown mark

Silver plated plate with a handle.   It is in need of a good clean as the top side has some tarnished areas.   Please ask questions if you are not sure.  The handle has some slightly uneven areas. The base underneath is in good condition with three bun feet.
